NCAT, along with its partner APPRISE, operates the Low-Income Home Energy Assistance Program (LIHEAP) Clearinghouse. We also operate the National Energy Assistance Referral (NEAR) service, which connects households in need with their local LIHEAP office and other available resources.
LIHEAP is a federally funded program that helps low-income households pay their home heating and cooling bills. The LIHEAP Clearinghouse is the official federal hub for information on how LIHEAP operates across states, tribes, and territories, as well as other energy assistance and efficiency resources that complement LIHEAP services in these areas. Since 1988, NCAT has operated the LIHEAP Clearinghouse through a training and technical assistance contract from the U.S. Department of Health and Human Services, Administration for Children and Families, and the Office of Community Services, Division of Energy Assistance.
