Conference Agreement Puts LIHEAP at $1.8 MillionCongress adjourned Tuesday, November 25 without taking final action on the Labor/HHS/ED appropriations bill, according to the National Energy Assistance Director's Association. However, it plans to return in December and vote on the bill in the House on December 8th and then complete action in the Senate on December 9th. The Conference agreement on LIHEAP 2004 funding is $1.8 billion plus $100 million in emergency funds. As was the case in FY 2003, there is likely to be an across the board cut in all programs; the size is as yet undetermined. The attached chart shows the funding breakdown by state.
