Survey Shows Weatherization Funding Decline

A recent national survey reports nearly $663 million was available during Program Year 2007 to operate the Weatherization Assistance Program (WAP), a decrease of 10.6 percent from PY 2006 funding of $741.4 million.

The National Association for State Community Services Programs (NASCSP) surveyed the 50 states and the District of Columbia and tallied the amount of funds each received from the following sources: the U.S. Department of Energy (DOE) WAP, LIHEAP grant set- asides, settlements from Petroleum Violation Escrow cases (PVE), and “Other” funds from utility companies, states, and property owner contributions. During 2007, DOE funds amounted to about 31 percent of the total, LIHEAP funds 39 percent, “Other” funds 30 percent, and PVE funds less than 1 percent.

Funds in the “Other” category have steadily increased and reached a record in PY 2007 with approximately $200 million for WAP activities, compared to $176.7 in PY 2006.  These funds come from utility companies, state general revenues, property owner contributions and rehabilitation grants.  The survey results indicate that the network weatherized approximately 140,000 homes during 2007 using all funding sources. The survey results are reported in a summary of 2007 WAP funding and charts detailing expenditures back to 1987.
