NASCSP WAP Funding Survey Identifies Funding Sources

The National Association for State Community Services Programs has released the "Weatherization Assistance Program FY 2001 Funding Survey," which traces WAP funding from PY 1987 through PY 2001 (April 1, 2001 through March 31, 2002), when funding reached an estimated $518 million. The survey found that WAP funding levels have increased steadily over the past four years and surpass the program's peak funding level of $511 million in PY 1987. WAP funds are derived from four major sources: the U.S. Department of Energy, LIHEAP, Petroleum Violation Escrow (PVE) funds, and "other," which means funds from utilities, states and property owners.

During PY 2001, LIHEAP contributions totaled nearly $230 million or nearly half (44 percent) of funds available for WAP (an increase of 10 percent over FY 2000, due to increased LIHEAP funding through emergency contingency appropriations). DOE funds totaled about $164 million or 32 percent of total funds; PVE funds totaled $6 million, and utility and other funding totaled nearly $118 million, about 23 percent of the total. Utility funds were the primary source of "other" funds followed by state general fund revenues, property owner contributions and rehabilitation grants. Thirty-three states contributed other funds. The report includes state-by-state resource tables for the years1987 through 2001.
