Michigan State Public Benefit Funds for Rate Assistance

Michigan's 2000 restructuring law legislation created the Low-Income Energy and Efficiency (LIEE) fund to provide energy payment assistance and fund energy efficiency programs.

Since 2002, the Michigan Public Service Commission (MPSC) has at least once per year awarded funding for low-income rate assistance or energy efficiency. On January 25, 2005 the MPSC approved a round of grants totaling $15 million from the LIEE fund to assist low-income utility customers with their bills, and on October 18, it awarded $41 million in grants for the same purpose.
