Consider:

Can old concrete from an existing structure on site or another local source be crushed to use as aggregate or fill on site?

Is there a local source of recycled glass cullet that can be used as underslab material, backfill, or drainage medium? (Check to see if local codes allow this.)

What percentage of fly ash do local suppliers normally include in concrete? What is the maximum percentage local building codes allow? Can these percentages be raised based on examples from other jurisdictions?

Is there a permanent foundation form with recycled content available for this project? (Such as a masonry block with recycled aggregate.)
