Government Agency Bonds and Loans

State Buildings Energy Conservation Bond Program
Montana 's State Buildings Energy Conservation Bond program is designed to finance energy improvement projects on state-owned buildings. The Montana Department of Environmental Quality administers the program, which uses bond proceeds to fund the projects and energy savings to repay the bonds. The state government encourages its agencies to participate in the program to achieve available energy savings.

Eligible projects include: Lighting, Chillers, Furnaces, Boilers, Heat pumps, Air conditioners, Energy Management Systems/ Building Controls, Caulking/Weather stripping, Duct/ Air sealing, Building Insulation.

Enercap Loan Program
The Montana Department of Commerce's Board of Investments sells bonds and lends the proceeds to eligible public entities for a variety of projects, including energy efficiency investments.

Qualified Energy Conservation Bonds (QECBs)
The definition of "qualified energy conservation projects" is fairly broad and contains elements relating to energy efficiency capital expenditures in public buildings; renewable energy production; various research and development applications; mass commuting facilities that reduce energy consumption; several types of energy related demonstration projects; and public energy efficiency education campaigns.

U.S. Department of Energy - Loan Guarantee Program
Loan guarantees for projects that "avoid, reduce or sequester air pollutants or anthropogenic emissions of greenhouse gases; and employ new or significantly improved technologies as compared to commercial technologies in service in the United States at the time the guarantee is issued." The loan guarantee program has been authorized to offer more than $10 billion in loan guarantees for energy efficiency, renewable energy and advanced transmission and distribution projects. Total project costs over $25 million.

Energy Performance Contracting
Performance contracting is one way to evaluate possibilities for energy improvements in buildings and to finance the projects that save money. An extensive energy audit is conducted at your facility to identify energy saving opportunities and efficiency investments are recommended. The investments are paid for through the energy savings usually on a contract term of up to 10 years. If the savings are not realized, the energy service company absorbs the losses, not the facility.
